The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel Lloyd Richardson Leavitt, Jr., United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the United States as Vice Commander, 432d Tactical Reconnaissance Wing, Udorn Royal Thai Air Force Base, Thailand, from 29 October 1970 to 25 November 1970 and as Commander, from 27 November 1970 to 4 April 1971. In these important assignments the unexcelled leadership, keen perception, and ceaseless effort consistently demonstrated by Colonel Leavitt resulted in significant and far-reaching contributions to the effectiveness and success of the United States Air Force in the conduct of its mission in Southeast Asia. The superior initiative, outstanding leadership and personal endeavor displayed by Colonel Leavitt reflect great credit upon himself and the United States Air Force.
