Millard Harmon graduated from the U.S. Military Academy at West Point, Class of 1912. He was missing in action late in World War II when his staff airplane went missing at sea on February 26, 1945, en route to Hickam Field.

    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Lieutenant General Millard Fillmore Harmon, Jr. (ASN: 0-3406), United States Army Air Forces, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commanding General of United States Army Forces in the South Pacific Area from 1 July 1942. By wholehearted and loyal cooperation in organization, planning and command of United States Army Forces in the South Pacific Area, Lieutenant General Harmon contributed immeasurably to the Solomon Islands Campaign which started in August 1942. His leadership, tireless devotion to duty and wholehearted cooperation set an inspiring example to all the forces in the South Pacific Area and were in keeping with the highest traditions of the Armed Forces of the United States.
