Barker (ASN: 0-3611), United States Army, was awarded the Soldier’s Medal for heroism involving voluntary risk of life not involving conflict with an armed enemy. As Chief of the planning section of the European Theater of Operations, Colonel Barker carried extraordinary burdens of responsibility cheerfully, tirelessly and effectively. He has established admirable relationships with the various sections of the British planning staffs, and has exhibited constantly a keen insight of the many complexities of organizing joint operations.
