Jules Yates graduated from the U.S. Military Academy at West Point, Class of 1940. He was captured at Corregidor after the surrender of the Philippine Islands in May 1942, and spent the next three years as a Prisoner of War of the Japanese. He retired in 1961 as a U.S. Army Lieutenant Colonel.

The gallant actions and dedicated devotion to duty demonstrated by Captain Yates, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
