    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Sixth Class Jackie L. Haley, United States Army, for heroism not involving actual conflict with an armed enemy on 15 April 1969 while serving as a medic with Headquarters and Headquarters Troop, 3d Squadron, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date a patrol set out to investigate a deep dry well that had partially collapsed from an explosion the previous day. One man descended into the well to make a search and soon lost consciousness from the lack of oxygen. A second man attempted to recover him but he also passed out. Specialist Haley descended to help the men at the bottom of the well. After unsuccessfully attempting to hoist the men, he applied mouth-to-mouth resuscitation, restoring, one man’s breathing. Specialist Haley was responsible for the extraction of the men from the well. Specialist Six Haley’s actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
