    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) Frank W. Stanley (ASN: 0-1795002), United States Army, for gallantry in action while serving with Company I, 3d Battalion, 145th Infantry Regiment, 37th Infantry Division, in action against an armed enemy at Luzon, Philippine Islands. When his company attacked the strongly defended City Hall Building in Manila on 21 February 1945, Captain Stanley advanced with the leading elements, retaining absolute control of the situation at all times. After an entrance to the structure had been gained, he occupied a position which was completely exposed to hostile observation and fire, but which enabled him to skillfully direct the attack. Despite the intense Japanese machine gun and rifle fire directed at him, he courageously remained at his post until he received a painful leg wound. Even then, he refused evacuation until the attack was making satisfactory progress and the new company commander had been oriented, Captain Stanley’s heroic action was an instrumental factor in the success of the attack against this important enemy stronghold. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Infantry) Frank W. Stanley (ASN: 0-1795002), United States Army, for gallantry in action against an armed enemy while serving with Company I, 3d Battalion, 145th Infantry Regiment, 37th Infantry Division in the Pacific Theater of Operations World War II. During an attack against a steep enemy-held hill in the Mount Pacawagan Sector on 27 April 1945, the advance of Captain Stanley’s company was halted by intense hostile machine gun and rifle fire. Realizing that a long delay would result in heavy casualties, as well as jeopardize chances for success in the operation Captain Stanley left the comparative safety of his command post and moved to the head of the lead platoon. Deploying his unit skillfully, he personally led his men in a vigorous charge up the remainder of the hill, overrunning the Japanese positions and destroying them. Captain Stanley’s courage and gallant leadership was instrumental in enabling his company to secure the objective with minimum casualties. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
