    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Sergeant [then Private First Class] Morris A. Skipper (ASN: 33733243), United States Army, for gallantry in action while serving with Company B, 1st Battalion, 145th Infantry Regiment, 37th Infantry Division, in action against an armed enemy at Luzon, Philippine Islands. During an attack on an enemy-held building in Manila on 18 February 1945, a member of Private Skipper’s company was seriously wounded and unable to move to safety. Although under a heavy volume of enemy fire, Private Skipper crawled through debris and rubble for approximately 75 yards to reach the wounded man. Heedless of the danger, he administered first aid to his wounded comrade, and despite intense hostile fire, carried him to safety. Private Skipper’s heroic action saved the injured man’s life. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
