    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Captain & Assistant Adjutant General Albert Leopold Mills, United States Army, for distinguished gallantry in encouraging those near him by his bravery and coolness after being shot through the head and entirely without sight, on 1 July 1898, while serving with U.S. Volunteers, in action at Santiago, Cuba.
