Headquarters, 1st Infantry Division, General Orders No. 139 (July 30, 1945)

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Technician Fifth Grade Robert F. Shaffer (ASN: 15098654), United States Army, for gallantry in action while serving with Headquarters Company, 1st Battalion, 16th Infantry Regiment, 1st Infantry Division, in action against the enemy in the vicinity of Colleville-sur-Mer, Normandy, France, 7 June 1944. When his supply unit came under an intense machine-gun and small-arms barrage, Corporal Shaffer fearlessly exposed himself and located the hostile positions. He then skillfully maneuvered to a vantage point on the enemy’s flank and with accurate rifle fire disorganized the foe and enabled comrades to close in and capture the entire group. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
