The President of the United States of America takes pleasure in presenting the Silver Star to Commander David James Welsh (NSN: 0-62601), United States Navy, for conspicuous gallantry and intrepidity while serving as Executive Officer aboard a United States Aircraft Carrier on 25 November 1944, off the coast of the Philippine Islands. After a violent explosion occurred near him, he immediately led a fire fighting party through dense smoke to a damaged area. Although burned, he disregarded his own safety in directing operations which brought this fire under control. Later, while directing fire fighters and the removal of wounded personnel, a second enemy aircraft dived close aboard but did not deter him. His heroism and devotion to duty were an inspiration to his men and his actions contributed materially to the prevention of more serious damage to the ship. His courage and disregard for his own safety were at all times in keeping with the highest traditions of the United States Naval Service.
