The President of the United States of America takes pleasure in presenting the Silver Star to Commander Theodore Robert Vogeley (NSN: 0-72325/1100), United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of the U.S.S. FLUSSER (DD-368), in action against enemy Japanese forces in Ormoc Bay, Leyte, Philippine Islands, 7 December 1944. Operating in support of our landing troops, Commander Vogeley fought his ship with a high degree of skill and courage and, delivering accurate fire on enemy shore defenses and attacking aircraft, contributed materially to the success of our operations in the area. Later while screening the retiring convoy, he directed his ship in repelling enemy planes attempting to bomb and crash our ships and, when the U.S.S. LAMSON was struck, assisted with salvage measures and succeeded in saving all survivors in the water. His leadership and devotion to duty reflect the highest credit upon Commander Vogeley and the United States Naval Service.
