The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant, Junior Grade Charles Kenneth Ruiz (NSN: 0-165429), United States Navy, for gallantry and intrepidity in action in the performance of his duties as Diving Officer in the U.S.S. POLLACK (SS-180) during the NINTH War Patrol of that Submarine from 28 February 1944 to 11 April 1944. His precise and careful control of depth contributed directly to his vessel’s success in delivering aggressive and successful torpedo attacks against enemy shipping, which resulted in the sinking of three enemy ships, including a destroyer, for a total of 21,445 tons, and damaging two other ships totaling 11,000 tons. His skill, judgment and steadiness during severe enemy counter-measures greatly assisted his ship in conducting successful evasive tactics. His conduct throughout was an inspiration to the officers and men in his ship and was in keeping with the highest traditions of the United States Naval Service.
