    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Commander Richard Spalding Rogers, United States Navy, for extraordinary achievement while participating in aerial flight during World War II. In combat with a German submarine, by his accurate strafing of the sub, he silenced their fire, and eventually helped destroy the ship without damage to the attacking planes.
