    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander [then Lieutenant] Leon William Rogers (NSN: 0-81327), United States Navy, for conspicuous gallantry and intrepidity as Group Control Officer of a 5-inch Battery on board the U.S.S. HOUSTON (CA-30), in action against enemy Japanese forces during the Battle at Sunda Strait on 28 February 1942. When a heavily escorted Japanese convoy proceeded through Sunda Strait preparatory to landing on the shores of Java during the night, Lieutenant Commander Rogers immediately delivered a smashing offensive against the overwhelming force of cruisers, destroyers and transports, accurately directing his devastating gunfire for more than an hour of fierce action. Surrounded by flames when Turret II, situated directly beneath his battle station, was struck and set ablaze by hostile shells, he steadfastly continued to train the fire from his battery against the enemy to inflict damage on hostile destroyers stubbornly pressing home their attacks. His inspiring leadership, indomitable fighting spirit and tenacious devotion to duty reflect the highest credit upon Lieutenant Commander Rogers and the United States Naval Service.
