The President of the United States of America takes pleasure in presenting the Legion of Merit to Commodore John Kelvey Richards, Jr. (NSN: 0-7861), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in the significant task of training Naval Reserve Midshipmen. Exercising sound judgment and keen foresight, Commodore Richards continued to discharge his responsibilities as Commanding Officer of the U.S. Naval Reserve Midshipmen’s School, Columbia University, New York, New York, from 10 August 1944 until the decommissioning of the school 15 September 1945 efficiently and with outstanding administrative ability. In addition, he supervised efficiently the functions of the Navy V-12 Unit at Webb Institute of Naval Architecture, New York, New York, as well as V-12 medical, dental and theological schools in eight locations in New York City. With naval orientation courses for members of industry, newspaper correspondence, and college administrators which were materially effective in providing these representatives with a fine insight into the Navy. As Commander of the Naval Reserve Officer Training Center, New York, his function was to coordinate and standardize the Reserve Officer Training program in the whole THIRD Naval District. Commodore Richards’ expert administrative ability in directing the operations of this large and far flung training activity were in keeping with the highest traditions of the United States Naval Service.
