The President of the United States of America takes pleasure in presenting the Silver Star to Commander William Seavey Parsons (NSN: 0-62150), United States Navy, for gallantry and intrepidity in action as Commander Transport Division ONE HUNDRED THREE, during the landing at Ormoc, Leyte, Philippine Islands, on 7 December 1944. As Commander of a Task Unit in this operation, his skill and courageous action, under heavy enemy air attacks, served as an inspiration to the ships under his command. By his prompt action, Commander Parsons caused his vessels to bring fire which contributed to the destruction of fourteen enemy aircraft. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
