    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander [then Lieutenant] James Patrick Neenan (NSN: 0-123684), United States Navy, for conspicuous gallantry and intrepidity as Torpedo Data Computer Operator of the U.S.S. Guavina (SS-362), during the FIRST War Patrol of that Submarine in enemy Japanese-controlled waters, from 6 April to 28 May 1944. Expertly handling fire control equipment and operating the computer, Lieutenant Commander Neenan rendered invaluable assistance to his Commanding Officer in conducting attacks to sink four enemy vessels totaling over 19,000 tons despite severe enemy countermeasures. His skill and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
