The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Robert Devore McGinnis, United States Navy, for conspicuous gallantry and intrepidity in action while serving aboard the U.S.S. REID (DD-369) during an attack against an enemy Japanese submarine off Nazan Bay on 31 August 1942. Conning his ship for the second attack on a hostile submarine, Lieutenant Commander McGinnis, with unfailing accuracy and perfect timing, depth-charged the Japanese vessel, forcing her to the surface, where the guns of the REID destroyed her. His expert seamanship and cool courage were in keeping with the highest traditions of the United States Naval Service.
