The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Richard Carl Marquardt (NSN: 0-100270), United States Navy, for gallantry and intrepidity as Battery Officer on board the U.S.S. SAN FRANCISCO (CA-38), in action against enemy Japanese naval forces in the Solomon Islands Area on 12 and 13 November 1942. Using every resource at his command and employing great ingenuity in repairing damage, Lieutenant Marquardt succeeded in keeping all of his guns in action during the height of battle, in spite of tremendous casualties sustained under the enemy’s terrific fire. His brilliant leadership and the courageous devotion to duty of the men in his gun crews throughout the whole engagement highest credit reflect great credit upon himself and the United States Naval Service.
