The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Thomas Daniel Keegan, United States Navy, for conspicuous gallantry and intrepidity as a member of Torpedo and Ship Control Parties aboard the U.S.S. SILVERSIDES (SS-236), during four highly successful War Patrols of that Submarine in enemy Japanese controlled waters. While resisting dangerous counterattacks, Lieutenant Keegan, with resoluteness of purpose, courageously and efficiently performed his duties and was instrumental in the delivering of intense torpedo and gun attacks which resulted in sinking 61,677 tons of hostile shipping and severely damaging an additional 30,210 tons. His unfaltering devotion to duty, maintained without regard for his own personal safety, was in keeping with the highest traditions of the United States Naval Service.
