Jay Johnson graduated from the U.S. Naval Academy at Annapolis, Class of 1968. From April to August 1996 he served as the 28th Vice Chief of Naval Operations, stepping into the post of CNO after the untimely death of Admiral Jeremy Boorda, and served in that post from May 16, 1996 to July 21, 2000, as the Navy’s 26th Chief of Naval Operations.
