    The President of the United States of America takes pleasure in presenting the Silver Star to Captain Rex Legrand Hicks (NSN: 0-34696), United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of the U.S.S. LOUISVILLE (CA-28), in action against enemy Japanese forces in the Pacific War Area, 5 January 1945. Severely burned by an explosion after his ship sustained a damaging hit from enemy aircraft, Captain Hicks remained at his station on the bridge to direct the work of fire-fighting and the restoration of casualties until forced by the extent of his injuries to relinquish his command. His courage and steadfast devotion to duty were in keeping with the highest traditions of the United States Naval Service.
