    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Commander Francis Albert Greenup (NSN: 0-77209), United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of the U.S.S. HARDHEAD (SS-365), during the SECOND War Patrol of that Submarine in action against enemy Japanese forces in waters off the west coast of Luzon, Philippine Islands, from 21 October to 5 December 1944. A skilled and aggressive leader, Commander Greenup directed his ship in three attacks against heavily escorted enemy shipping which resulted in the sinking of a tanker and a frigate, totaling approximately 6,000 tons. While en route to his own area, he intercepted a radio message to another submarine to search for a downed Naval aviator and, setting course for the position, recovered the man within two hours. By his prompt action and expert seamanship while on station for lifeguard duty three weeks later, he made possible the recovery of another Naval aviator just two hours after receiving word of his plight. By his courage and devotion to duty throughout, he contributed materially to the success of his vessel in evading damage from enemy countermeasures and upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Silver Star to Commander [then Lieutenant] Francis Albert Greenup (NSN: 0-77209), United States Navy, for conspicuous gallantry and intrepidity as Torpedo Data Computer Operator on board the U.S.S. SEAL (SS-183), in action against enemy Japanese forces during the SECOND War Patrol of that Submarine in the Java Sea, Flores Sea, Southern Approaches to Macassar City and South Coast of Timor Areas, from 10 February to 9 April 1942. Demonstrating a keen understanding of fire control equipment and proficiency in operating the torpedo data computer, Commander Greenup rendered invaluable assistance to his Commanding Officer in conducting attacks against enemy shipping. By his professional skill and sound judgment, Commander Greenup contributed materially to the success of his vessel in sinking approximately 10,000 tons of Japanese shipping and in evading severe enemy countermeasures. His devotion to duty throughout was in keeping with the highest traditions of the United States Naval Service.
