The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Major (Infantry) John Dalton Howard, United States Army, for conspicuous gallantry and intrepidity in action on 7 and 8 June 1972 while serving as Senior Advisor, 6th Airborne Battalion, Airborne Division, Army of the Republic of Vietnam. On these two days, Major Howard repeatedly exposed himself to intense enemy small arms, mortar and artillery fire as he successfully coordinated the relief by his unit of the besieged garrison at An Loc. On 7 June Major Howard moved to the front of his heavily-engaged battalion, and calmly adjusted repeated close airstrikes onto the determined enemy defenders. Major Howard’s actions, despite the enemy fire poured onto his exposed vantage point, remained calm and professional, enabling the battalion to carry the enemy position, kill over fifty enemy soldiers and then successfully extract their wounded comrades despite continued enemy resistance. Throughout that night, Major Howard remained in an exposed observation post as he continued to pound the enemy defenses. On the morning of 8 June, Major Howard moved with the assault element, adjusted napalm airstrikes onto the fanatical enemy and conducted continuous coordination with all friendly units in the battle area. Despite the successful accomplishment of his primary mission, Major Howard elected to remained with this forward element, still under accurate indirect fire, and coordinate for the evacuation of friendly casualties. His personal bravery and determination resulted in the successful relief of An Loc on this date. Major Howard’s conspicuous gallantry in action was in keeping with the highest traditions of military service and reflects great credit upon himself, his unit, and the United States Army.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Brigadier General John Dalton Howard, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from September 1986 to January 1989 while assigned as Assistant to the Director of the Army Staff and Executive to the Vice Chief of Staff, United States Army. As the Vice Chief of Staff’s senior executive and confidential assistant, his logical and substantive advice had a positive impact on the Army and National Defense policy. He established unprecedented relationships between the Army Staff, the Secretariat, and sister services; and through his unique ability to prioritize and anticipate requirements, he facilitated the accomplishment of the vice Chief of Staff’s goals and objectives. During a period of dramatic change in resources and modernization, General Howard fostered harmonious working relationships from which the entire Army benefited. Through his performance and dedication, he earned the confidence of the Army Staff, major Army commanders, and the Chief of Staff. Brigadier General Howard’s outstanding performance is in keeping with the finest traditions of military service, reflecting great credit upon him and the United States Army.

General Howard implemented a complete suspension of Pakistan’s security assistance program, engineered the evacuation of all non-essential personnel from the United States Embassy and developed a program to rebuild United States-Pakistan military relations. In addition, as the senior United States military officer in Pakistan, General Howard’s professionalism, rapport with Pakistani military personnel, and unfailing devotion to duty were instrumental in furthering United States Government goals in Pakistan. General Howard has left an indelible imprint on United States policy in Southwest Asia and the future of our relationship with the Government of Pakistan. The singularly distinctive accomplishments of Brigadier General Howard culminate a distinguished career in the service of his country and reflect great credit on him and the United States Army.
