The President of the United States of America takes pleasure in presenting the Legion of Merit (Navy Award) to Lieutenant Colonel Teller Ammons (ASN: 0-167464), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in connection with operations against the enemy as Chief Investigator and Judge Advocate during the investigation of alleged war crimes committed against the United States during the Japanese occupation of Guam, Mariana Islands, during the period 23 July 1944 to 12 November 1945, and subsequently as prosecutor of war criminals before the Military Commission of the Civil Affairs Section. Landing during the assault phase, he immediately commenced the investigation of persons suspected of war crimes, and his diligent and thorough investigations, meticulous preparation of cases, and brilliant prosecution of guilty parties contributed materially to the success of the mission and the ultimate total defeat of the Japanese enemy. His wholehearted devotion to duty, exceptional professional ability, inspirational leadership and conduct throughout were outstanding and were in keeping with the highest traditions of the Military Service.
