The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Armor) Joe E. Clemons, United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty on 17 September 1970, while serving as a Pilot with Air Cavalry Troop, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date, Lieutenant Clemons’ aircraft was ordered to assist in the medical evacuation of personnel from the Aero Rifle Platoon. Forced to find a safe landing spot in a heavily mined area, Lieutenant Clemons, nevertheless, safely landed his aircraft while at the same time directing the door gunners to lay down suppressive fire. Once on the ground, he helped direct the evacuation of the wounded personnel. Although wounded by rocket fragments, Lieutenant Clemons flew the aircraft from the battle zone. En route to the medical facility, Lieutenant Clemons’ helicopter was struck by a bird, smearing the windshield and causing great loss of visibility. He, nevertheless, utilized his expert flying ability to reach the hospital in time to save the lives of the wounded men. First Lieutenant Clemons’ actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
