The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major H. C. Tanner (AFSN: 0-26272), United States Air Force, for extraordinary achievement while participating in aerial flight as an Aircraft Commander of an unarmed EC-121R Reconnaissance Aircraft on 3 August 1968. On that date, in spite of hostile anti-aircraft activity, adverse flying conditions, and other threats to the safety of his aircraft, Major Tanner remained on his assigned stations, orbiting near hostile fortifications in order to provide urgently needed reconnaissance data. His outstanding performance was a vital factor in providing intelligence for the support of a highly sensitive defense project and the interdiction of hostile forces and supplies. The professional competence, aerial skill, and devotion to duty displayed by Major Tanner reflect great credit upon himself and the United States Air Force.
