The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Staff Sergeant Richard V. Halsey (ASN: 36003228), United States Army, for gallantry in action while serving with Company E, 2d Battalion, 253d Infantry Regiment, 63d Infantry Division, in action on 8 April 1945, in the vicinity of Herbolzheim, Germany. During an attack all officers and most non-commissioned officers were wounded, leaving the company in a state of confusion. Sergeant Halsey, communications sergeant, took command of the company until an officer relieved him. During this period, Sergeant Halsey continually exposed himself moving from position to position, reorganizing his company. All this time he carried a radio on his back and constantly kept the battalion commander informed of the situation. Sergeant Halsey’s courage and leadership under hazardous conditions are worthy of the highest praise and are in keeping with the finest traditions of the Armed Forces of the United States.
