The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Infantry) Richard Leroy Carr, Jr. (ASN: OF-101363), United States Army, for gallantry in action while engaged in military operations involving conflict with an armed hostile force in the Republic of Vietnam. On this date, Captain Carr was serving as Company Commander, Company D, 1st Battalion, 28th Infantry Regiment, 1st Infantry Division, during a reconnaissance in force operation in the vicinity of Thu Duc village. The lead squad was suddenly pinned down by intense hostile automatic weapons and machine gun fire as it crossed a rice field. Captain Carr immediately led the remainder of his men to the point of contact and deployed them into good firing positions. Although exposed to the hail of hostile rounds, he effectively directed his company’s fire on the insurgents for maximum effectiveness. When an element was pinned down by fire from several enemy machine gun positions, Captain Carr led an attached reconnaissance platoon in an aggressive assault on the well fortified hostile emplacements. After these positions had been neutralized, he again completely disregarded his personal safety while moving through the concentrated Viet Cong fire to an exposed flank position. Captain Carr then supervised the element which put forth effective covering fire on the hostile bunkers, allowing the main body of the friendly force to move from contact. After heavy air and artillery supporting fires had been employed against the enemy, he led his company in routing the Viet Cong. The competent leadership and courageous initiative of Captain Carr throughout the conflict were a major factor leading to the overwhelming victory achieved by his unit. Captain Carr’s unquestionable valor in close combat against numerically superior hostile forces was in keeping with the highest traditions of military service and reflects great credit upon himself, the 1st Infantry Division, and the United States Army.
