The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain (Air Corps) John E. Miller (ASN: 0-412182), United States Army Air Forces, for extraordinary achievement while participating in aerial flight over Saiatau military camp, Formosa, on 31 March 1945. Captain Miller led a formation of 27 bombers on a strike against this camp which was in a narrow ravine surrounded by mountains. The location of the camp made it necessary for the bombers to approach in trail formation dangerously low to the rugged mountainous terrain. Catching the enemy completely by surprise the bombers strafed the camp area and dropped demolition and napalm fire bombs, destroying barracks and installations and killing a number of personnel. Leaving the camp in flames and smoke which rose to 3,000 feet, he brought the formation back to its base without the loss of a single plane. The outstanding courage and devotion to duty displayed by Captain Miller during this flight are in keeping with the highest traditions of the United States Army Air Forces.
