James Briggs graduated from the U.S. Military Academy at West Point, Class of 1928. In 1956, General Briggs became the SECOND Superintendent of the U. S. Air Force Academy, serving from 1956 to 1959. He retired in 1963 as a U.S. Air Force Lieutenant General.
