After attending the University of Mississippi for one year, Carey Randall graduated from the University of Louisiana in 1934. He was commissioned in the Marine Corps the following year. He was serving at Pearl Harbor when World War II began, and served aboard the Aircraft Carrier ENTERPRISE in the action immediately after December 7, 1941. He subsequently retired as a United States Marine Corps Brigadier General.

In this responsible assignment, General Randall consistently demonstrated exceptional objectivity, resourcefulness and aggressiveness in coordinating and controlling policies, programs and operational activities of vital interest to the Department of the Air Force. The exemplary leadership, personal endeavor and selfless devotion to duty of General Randall reflect great credit upon himself and the Armed Forces of the United States.

    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Colonel Carey A. Randall (MCSN: 0-5132), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Commanding Officer of an Infantry Battalion during the recapture of Guam, Mariana Islands. From the assault landing on 21 July 1944, until the successful conclusion of the campaign on 10 August 1944, Lieutenant Colonel Randall was tireless in his efforts to push aggressively forward. By outstanding skill in the tactical employment of his battalion he was able at all times to seize and hold his objectives in a minimum of time and with a minimum of casualties. In his determination to gain first hand knowledge of his dispositions and those of the enemy, he, repeatedly and without regard for his personal safety, exposed himself to enemy rifle, machine gun and mortar fire. Under his command the battalion engaged in front line duty throughout the operation, defeating and inflicting heavy casualties on the enemy at every encounter. His efficient and skillful performance of duty was in keeping with the highest traditions of the United States Naval Service. (Lieutenant Colonel Randall is authorized to wear the Combat “V”.)
