    The President of the United States of America takes pleasure in presenting the Silver Star to Second Lieutenant John Leroy Haynes (MCSN: 0-79127), United States Marine Corps, for conspicuous gallantry and intrepidity in action while serving with Supply Company, Force Logistic Group Alpha, Force Logistic Command in connection with military operations against insurgent communist (Viet Cong) forces in the Republic of Vietnam. On 2 September 1966, Second Lieutenant Haynes led an Explosive Ordnance Demolition Team into an insure area to dispose of unexploded bombs. Initial attempts to land the two helicopters carrying the team and infantry security forces were aborted due to intense enemy fire. As his aircraft finally landed in the hazardous area, Second Lieutenant Haynes saw the accompanying helicopter sustain enemy hits and crash nearby. With composure and presence of mind in the grave situation, he quickly established a defense and proceeded to the scene of the crash. Finding that the officer in charge of the security force was disabled, Second Lieutenant Haynes immediately assumed charge and directed the evacuation and embarkation of twenty casualties onto the only available helicopter. Without regard for his own safety, he remained at the crash scene, which was under continuing Viet Cong fire, reorganizing defensive positions in an effective manner which successfully withheld enemy advances. When a rescue helicopter arrived, he courageously returned to the burning wreckage to ensure that no casualties remained. Having ascertained that the helicopter was unsalvageable, he expertly placed an explosive device to guarantee its total destruction and prevent the Viet Cong from utilizing any parts of the aircraft. Still under covering fire from his men, he returned to the rescue helicopter and was preparing to depart when he learned that one of the Marines was unaccounted for. With bold initiative and concern for his comrade, Second Lieutenant Haynes left the aircraft and searched the area until he had located the missing man and assisted him aboard the helicopter. His bold leadership and determined action throughout the incident prevented the grave situation from developing into a disaster, and undoubtedly averted more extensive casualties among the Marines who were involved. By his resolute fighting spirit, inspiring leadership and unswerving dedication to duty throughout, Second Lieutenant Haynes upheld the highest traditions of the United States Naval Service.
