The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Corporal Randall Mark Canter, United States Marine Corps, for heroism while serving as a member of Headquarters Company, Headquarters Battalion, FIRST Marine Division on 13 June 1979. Corporal Canter was swimming with a fellow Marine in the ocean at a recreational area in Carlsbad, California. When the other Marine developed leg cramps approximately 100 yards from the beach, he began calling for help. Responding to these frantic cries, Corporal Canter braved strong riptides and heavy surf to reach and effect a rescue of his companion. Demonstrating great presence of mind, Corporal Canter made slow but steady progress toward the beach while combating both the pounding surf and his struggling companion. With the help of a second swimmer, Corporal Canter reached the shore with the now unconscious Marine and performed immediate lifesaving techniques until life guards arrived on the scene. Corporal Canter’s courageous and prompt actions in the face of great personal risk undoubtedly saved the life of a fellow Marine, thereby reflecting great credit upon himself and upholding the highest traditions of the Marine Corps and the United States Naval Service.
