The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Private First Class Steven Bruce Beal, United States Marine Corps, for heroism while serving at Marine Corps Base, Camp Pendleton, California, on 28 December 1980. While Private First Class Beal was walking with several companions on the breakwater located by the Camp Del Mar jetty, a ground swell wave crashed into the party, knocking a fellow Marine into the rocks and subsequently into a swift flowing channel. With complete disregard for his own safety and fully aware of the personal dangers involved, Private First Class Beal unhesitatingly plunged into the current in an effort to rescue his dazed, disoriented, and bloodied companion. Upon reaching the victim, Private First Class Beal calmed him and with very little cooperation brought him back to the safety of the rock breakwater. Private First Class Beal further assisted in transporting the victim to the Del Mar Dispensary for medical treatment. By his courageous and prompt actions in the face of great personal risk, Private First Class Beal undoubtedly saved his fellow Marine from drowning; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
