The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Aviation Electronics Technician Second Class Francis Shigeo Abe (NSN: 5133943), United States Navy, for heroism while serving with Utility Squadron One (VU-1), Naval Air Station, Barber’s Point, Oahu, Hawaii, on 25 December 1964. Upon seeing a young boy swept out to sea by a rip-tide at Sandy Beach, Oahu, Hawaii, and the futile attempts of would-be rescuers, Aviation Electronics Technician Second Class Abe, with complete disregard for his own safety and fully aware of the personal dangers involved, unhesitatingly plunged into the heavy surf and treacherous currents and effected the rescue of the distressed young man. His courageous and prompt actions in the face of great personal risk undoubtedly saved the boy from drowning and were in keeping with the highest traditions of the United States Naval Service.
