Thomas Collins graduated from the U.S. Coast Guard Academy, Class of 1968. From 2000 to 2002 he served as the 22d Vice Commandant of the U.S. Coast Guard, and from 2002 to 2006 he served as the 22d Commandant of the Coast Guard. He retired as a U.S. Coast Guard Admiral in 2006.
