By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Field Artillery) Frederick A. Willis, United States Army, is cited for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. First Lieutenant (Field Artillery) Willis distinguished himself by gallantry in action while serving with the 105th Field Artillery Regiment, 27th Division, American Expeditionary Forces, in action near Etraye, France, 11 November 1918. While acting as Artillery liaison officer with the regimental commander of the 315th Infantry Regiment, Lieutenant Willis, because of the shortage of Infantry officers, volunteered to go forward under heavy shell and machine gun fire to carry the message that all hostilities should cease at 11 o’clock. He successfully carried out his mission at the appointed time and on the way back picked up a severely wounded infantryman, carried him back on his machine, undoubtedly saving his life.
