As a Merchant Mariner, Herbert Kelly was on the first armed U. S. merchant ship to enter the Russian port of Murmansk during World War II. He joined the Coast Guard in 1943, serving throughout World War II. He retired as a U.S. Coast Guard Captain.

Kelly, United States Coast Guard, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in salvaging the Liberty Ship S.S. WILLIAM B. OGDEN, which had grounded on a sand reef off the coast of India during World War II.
