    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Edward H. Eckelmeyer, Jr., United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Commanding Officer of the U.S.S. BISCAYNE (AVP-11) during the invasion of Salerno in September 1943. Commander Eckelmeyer directed the operations of his ship, the flagship of a major task force, with distinctive skill and courage. His vessel also gave close-in gunfire support and anti-aircraft defense for landing craft. As a result of his untiring energy and bravery, the BISCAYNE functioned at all times in a highly satisfactory and efficient manner despite frequent attacks by enemy aircraft and heavy fire from hostile guns.
