The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant Max H. Ostrander, United States Navy, for heroic conduct when a shipmate was swept overboard form their submarine on 8 December 1943. Lieutenant Ostrander went over the side with a line tied to his waist and swam to his struggling comrade. He arrived just as the man lost the life jacket previously thrown to him, and supported him until both men were hauled aboard the submarine.
