The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Edward John Marquart, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commandant Navy Yard, New York, and Commandant THIRD Naval District from June 1941 to May 1943. Admiral Marquart displayed sound judgment, brilliant leadership and inspiring initiative through a vitally important period.
