    The President of the United States of America takes pleasure in presenting the Silver Star to Carpenter Charles L. Carter, United States Navy, for gallantry in action. When a hostile plane was shot down and exploded on board the U.S.S. GEORGE F. ELLIOTT (AP-13) off Guadalcanal on 8 August 1942, Carpenter Carter cut through bulkhead over oil ranges to rescue comrades who were trapped in the machine shop. Then, despite flame and suffocating smoke, he cut his way through a deck to the chief petty officer’s quarters to continue fighting the fires. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
