    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Carl H. Bushnell, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer charged with production of all underwater ordnance in the Bureau of Ordnance from 1 April 1943 to 18 August 1945. Faced with the many almost insurmountable problems involved in the sudden and tremendous expansion of torpedo and mine production to meet ever-increasing and exacting Fleet requirements, Captain Bushnell applied himself with tireless energy and uncommon resourcefulness to the completion of his task. He discharged his heavy responsibilities with clear and dependable judgment, keen foresight, and complete mastery of the technical and administrative problems involved. Executing his well laid plans with unfailing efficiency and forcefulness, he achieved the fullest utilization of the available naval and industrial manufacturing resources of the country for his production program. Through his consistently outstanding administration of underwater ordnance procurement, by which a steady flow of essential torpedoes, mines, depth charges, and defense nets was maintained to the Fleet, he contributed vitally to the extraordinary effectiveness of our offensive and defensive underwater warfare in all theaters. His unwavering devotion to duty throughout this difficult period was in keeping with the highest traditions of the United States Naval Service.
