The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander Julian McCarthy Boit (NSN: 0-20346), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Flag Secretary on the Staff of Commander Amphibious Force, U.S. Atlantic Fleet, and on the staff of Commander, U.S. Naval Forces, Northwest African Waters, during the invasions of Morocco, Sicily and Italy. Commencing with the establishment of the Amphibious Force, Atlantic Fleet in May 1942, Commander Boit, with great energy and professional skill organized the records and correspondence of a rapidly growing Force and developed procedures which resulted in efficient administration. With marked success he directed the distribution of operation orders for three amphibious invasions in spite of all difficulties inherent in the wide distribution and great numbers of units involved of United States and Allied services. Throughout the period of three amphibious invasions Commander Boit, as Personal Aide, was of great assistance in administration of numerous details of staff organization and during the period of the amphibious invasion of Sicily served as Liaison Officer to Commander-in-Chief, Mediterranean, with sound judgment and unfailing tact, thereby contributing materially to the successful conduct of Allied operations. The extraordinary ability and outstanding devotion to duty displayed by Commander Boit reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
