    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Thomas J. Bay (NSN: 0-40861), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving in the Bureau of Ships by his outstanding direction of design and procurement of Heat transfer equipment and industrial gas apparatus, throughout World War II. He pioneered development of new equipment, and persevered in its perfection. Despite critical shortages of material, he achieved production and delivery of such items as condensers, evaporators, refrigerators and ice cream equipment, to meet the needs of the Fleet. Due to him, deliver of industrial gasses was put on a sound basis. The fruits of his work are evident in components essential for operation of ships of the fleet. His performance has been notably outstanding, far above and beyond the normal call of duty, a direct and major contribution to the successful prosecution of the war and is worthy of the highest praise.
