    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander (Retired) Herman Barter, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in the development and administration of the amphibious small craft and LVT programs in the Amphibious Section, Fleet Maintenance Division, Office of the Chief of Naval Operations and as a Member “Department Continuing Board for the Development of Landing Boats” since July 1941, and a Member of the “Board to Conduct Tests and Continuing Board for the Development of Landing Vehicle, Tracked” since July 1942. He has planned wisely and boldly, worked tirelessly and with thorough comprehension of his tasks, to insure the expeditious production of these vital instruments of modern warfare in the quantities and at locations required for amphibious operations. By his keen foresight, wise, and sound judgment in the effective execution of his important duties, he has contributed greatly to the successful prosecution of the war.
