The President of the United States of America takes pleasure in presenting the Silver Star to Ensign Frederick T. Barbour (NSN: 0-376073), United States Navy, for conspicuous gallantry and intrepidity in action as after control officer on the secondary anti-aircraft battery on the U.S.S. HAZELWOOD (DD-531), on 29 April 1945, operating in the vicinity of Okinawa. Ensign Barbour directed his men in putting out a large volume of gunfire and held gun crews to stations in the face of heavy strafing. As one of the four surviving officers after the ship was badly damaged, he assisted in attending to the wounded and directed their removal to other ships for treatment on rafts and nets. He gave valuable assistance to damage control parties and set a fine example of cool-headed leadership. As soon as the damage was under control, his department had nourishment ready for all hands. His outstanding performance was at all times in keeping with the highest traditions of the United States Naval Service.
