The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commodore William M. Angas (NSN: 0-25680), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge, THIRD U.S. Naval Construction Brigade and as Commander Construction Forces, SEVENTH Fleet Area. Commodore Angus utilized Australian resources to the fullest extent possible in constructing advanced bases, thereby overcoming serious supply problems and avoiding costly delays in the completion of vital New Guinea installations. By extraordinary professional ability, careful planning, and tireless efforts, he was responsible in a large measure for the successful construction of sixteen Naval bases from Australia to the Philippine Islands. His outstanding performance of duty, frequently performed under enemy fire, was in keeping with the highest traditions of the United States Naval Service.
