    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade William Richard Andrews, United States Navy, for extraordinary achievement while participating in aerial flights as Pilot of an Escort Torpedo Plane in Composite Squadron EIGHTY-THREE (VC-83), embarked in U.S.S. SARGENT BAY (CVE-83), in military operations against the enemy in the vicinity of the Volcano and Ryukyu Islands. As Pilot of an escort carrier-based torpedo plane during the period 17 February 1945, he participated in twenty strikes and flights against the positions, installations, and material, inflicting extensive damage. His skill and courage were at all times inspiring and in keeping with the highest traditions of the United States Naval Service.
